#Html executable path errors with mp4 windows 8.1

Hey what do you know IE11 played, using tips from Having html video problems before, I thought I would narrow the problem, so i created a stand alone html file and ran it from my pc, pc directory This gave me more of an error message stating it was unsupported video type or invalid file path. When this site didn't work I suspectedДЄnother problem, so I found other sites with html5 and encountered the same problem. I read all about IE 10 and 11 and they are supposed to be html5 compatible. So after much tinkering, again, checking my code, for errors, I try this site. All browsers worked with the code except IE11. So I moved them to 1 level short subdirectory, with no heavy permissions, just can't write. Don't get confused but I want to give you what I tried so you can understand, but in my methods to recreate and fix it, I found the underlying problem I am having the same error, but Explorer 11 just says Invalid Source. I submitted a bug to Microsoft because I can't figure it out. So I was working on a website last night until 9am.

I am running the latest version of Windows 8.1 just updated from 8.0 from the windows store (this is there new method for updates I suppose).
